With the advent of the 2022 Bipartisan Infrastructure Law, NHTSA intends to expand the current Crash Investigation Sampling System (CISSTo facilitate that expansion, NHTSA launched the Special Study for Area Documentation (SSAD) as a special study under KLD’s existing CISS contract.
Part of operating a CISS Primary Sampling Unit (PSU) is to create and maintain documentation for the geographic area of study. This “area documentation” not only specifies the borders and major features of the study area, but also identifies all public, private, commercial, and government entities with which a CISS team must interact to perform the work. These include police agencies, hospitals, tow companies, salvage yards, EMS agencies, dispatchers, insurance companies, transit authorities, and state transportation departments.
